File Permission Dialog doesn't allow set of owner

Description

You should be allowed to set the owner in the file permissions dialog. Currently you cannot do it via Thunar and have to resort to command line, eg: 'sudo chown -R username:group /some/path' The way that Konqueror's setup is ideal, but does not need to be completely replicated. Steps to Reproduce:

  1. Right-click on a file or folder
  2. Select the "Permissions" tab

Actual Results:
No option to set an owner

Expected Results:
Should be able to set owner.

Although it should only be allowed to via root user and using Thunar, perhaps there could be a prompt for root password if trying to set a user that is not yourself?
