AC_PROG_CC_C99 is deprecated starting by autoconf 2.70

This reverts commit e90bdc8d.

If a single file was selected which was associated with only a single
mime-type, than neither the "Open with" menu was shown, nor "open with
other application".

Various parts of Xfce, and libraries used by Xfce, already use C99 features.
Therefore it is reasonable to expect the availibility of a capable compiler.
Current GCC releases silently default to newer C standards, starting with
gcc-5 which defaults to C11.

Replace AC_PROG_CC with AC_PROG_CC_C99 to switch the discovered, or specified,
compiler to C99.

split view)

The fix is not required any more.
The related bug (context menu too small and shows arrows to expand)
only occurs when context menus are modified while open.
With the recent changes on context menu management, context menus are re-created instead.
