Allow to choose an alternative service name prefix

Gaël Bonithon requested to merge Tamaranch/xfconf:alternative-service-name-prefix into master

This is primarily for Flatpak packaging, where a "private service" is desirable, although one could imagine using it in other contexts. The prefix must be specified via the environment variable XFCONF_SERVICE_NAME_PREFIX.

Closes #27 (closed), related to tumbler!21 (merged).
