xfsettingsd: Make CSD opt-in

@andreldm @alexxcons @lastonestanding I can't remember if there was a reason to leave CSD opt-out, but I think they should be opt-in. I also think it would be nice to put this in 4.18.1 when the time comes (no rush though).
