'Test' area of cursor blinking changes faster than in applications

Description

The cursor blinking rate changes noticeably faster in the 'Test area' of the Keyboard settings, than in the 'real world' (i.e. in applications). I estimate that the blinking is about twice as fast.

This isn't a big thing, but hey, we do want xfce to be perfect, don't we? ;-)
