All Keyboard Shortcuts should be should be on once place

Description

I install XFCE about once a year. Each time it takes me a while to figure out where to configure all of the the keyboard shortcuts (I want to assign switching virtual desktops to two special buttons).

I quickly find the 'application shortcuts' in the 'Keybord' settings. But it's hard for me to find the additional keyboard shortcuts that are hidden in "Window Manager"*, today I even had to search for them on the internet. Even worse: Finding the 'keyboard shortcuts" in the keyboard makes me wonder whether I have to install additional software to configure additional keyboard shortcuts. Which means I don't search in other settings entries anymore.

I think they should both be on one place, and in my opinion this should be the 'Keyboard' settings, which I'd find the most straight-forward place.
