Non-existent keyboard shortcuts fallback to a bound modifier key

Description
Pressing a non-existent key combination seems to fallback to the earlier key press. For example when binding xfce4-popup-applicationsmenu to <Super>
, <Super>
t will still run xfce4-popup-applicationsmenu with my configuration even though I have not bound <Super>
t. I do not believe that this is intended.
In addition, when binding <Super>
to xfce4-popup-applicationsmenu and <Super>
l to xlock pressing <Super>
l can sometimes result in only registering <Super>
if the application, in this case, xlock, did not run within an appropriate timeframe to perform it's function (locking the screen). This causes the applications menu to drop down and an outstanding bug (https://bugzilla.xfce.org/show_bug.cgi?id=9726) then causes the lock mechanism to be thoroughly ignored.
It may also affect other modifier keys such as Ctrl and Alt. However I did not test these.
