Toggle button to enable/disable CSD in xfce apps and native gtk dialogs

Presently you have to manually add the env GTK_CSD=1 and set /Gtk/DialogsUseHeader to true in xsettings to have CSD appear in all apps and native gtk dialogs, so it would be great improvement to UX to have a toggle button to enable and disable these two variables in the appearance dialog.
