multi monitor: Alignment regression

This has worked fine for me for ages but has regressed in an update somewhere in the last week on Fedora 30; see below for versions.
When logging in the alignment of the two monitors is wrong; with the smaller of my two monitors being at the top rather than the bottom.
I've got two systems that are affected: a) Desktop: Main UHD monitor and HD monitor to the right b) Work laptop: Main UHD monitor and internal LCD to the left
I arrange the monitors such that in the 'display' setting they're aligned at the bottom - but the change in the last week has seen the lower res monitor being aligned at the top.
Here's my xrandr output from my Desktop, after I've pulled them back into the right position:

so all look like minor upgrades; not sure which component is causing it.
[I'm seeing a related bug on my work laptop but not my home desktop where the Display settings dialog isn't redrawing properly - most widgets are hidden until something on them changes; but that's fine on my Desktop]
