Use new xfce_spawn API

ochosi/xfce4-panel:spawn-no-child into master

This spawns processes reparenting them to init versus as children of the panel process. Previously applications launched from panel launchers would crash along with the panel.

Still pending on libxfce4ui#31 (closed) being finished/merged.
