Use AUTOCONF_VERSION for automake-$ver, ACLOCAL_VERSION for
aclocal-$ver, AUTOMAKE_VERSION for automake-$ver and
AUTOHEADER_VERSION for autoheader-$ver.

This removes the custom checks for the //newest// binary
version, which gets constantly outdated.
