Configure toolbar context menu not always available

The context menu currently is only available for sensitive buttons but not for unsensitive buttons and also not for the toolbar itself.

The history buttons should be ignored. See #983 (closed) for further info.

Just to clarify, are you referring to how right or middle-clicking in said history menu makes the aforementioned Configure toolbar menu pop-up appear?

Agreed, would be nice to have it on insensitive elements and the bar itself (if you manage to find some free pixels)

I did experiment with GtkEventBox, but I could not get it to work properly. Maybe a customized toolbar button class is needed to still allow event handling for insensitive items.
