Add xfce_spawn_command_line_no_child

Follow-up of !8 (closed).

While writing this, I thought that instead of no_child suffixes, maybe it's better to rename the new functions to xfce_spawn and xfce_spawn_command_line, add the gboolean child_process parameter and deprecated on_screen functions.
