This reverts commit 2e5a4a70.

- exo helpers have been merged to xfce4-settings, and renamed to
  xfce4-xx
- So update xfce-applications.menu for their new counterparts

Those will be used in the xfce-settings-menu, but this
is a better place to ship the files.

This allows third parties to install their own submenus without having
to touch xfce-applications.menu at all.

This way we don't show duplicates in the menu.

Because this data is used by both Xfdesktop and Xfce4-panel, we
need to move it to a module both packages depend on.
