Recent Documents not updating

I can open a document, then go to Recent Documents and my recently opened document doesn't show. The list of Recent Documents seems to be static.

I've cleared the list of recent documents, opened a new document, and the list stays clear.

I've reinstalled the plugin and the result is the same.
