Only emblem the panel plugin icon when theme lacks the 'new' variant

Brian Tarricone requested to merge kelnos/xfce4-notifyd:use-unread-emblem-as-fallback-only into master

Some themes do have a specific icon that indicates that there are unread notifications, so we should prefer that over using the regular icon and then adding our own emblem.

Closes #133 (closed).
