Draft: xfconf settings documentation

Enrico Weigelt requested to merge metux/xfwm4:wip/doc into master

Since we don't have any documentation for the xfconf keys yet, here's an attempt to add this. Using RST and sphinx seems the fit for that, IMHO.

For now, documentation has to be built manually (make call inside doc/ directory), can be added integrated into main build scripts (probably w/ extra build time option)
