Allow for Accessibility window moving to be supported in full screen

Suggesting to allow
Window Manager Tweaks - Accessibility - Key used to grab and move
to be able to also be used if window is in fullscreen mode.

This could allow user to do things like...
-Snap the fullscreen window to screen edges, for example left/right sides of screen to make the window 50% of screen.
-Drag window to another monitor if they have one.

This is similar to the following post where I requested the use of hotkeys to be able to be used in fullscreen mode as well
