"Always on top" vs Fullscreen stacking behavior

This is related to #531 (closed) and cdcce736, addressing the recent change in the stacking behavior of windows toggled as "Always on top" as staying visible over fullscreened windows, whereas previously a fullscreened window would hide the "Always on top" window. I would like to request an option to toggle this setting back to the previous behavior, making it an option for users based on their preference.
