Title bar in windows does not render/display multi-byte (unicode) characters correctly.
This is with xfwm4-4.16.1

See that the Window Title bar shows the raw multi byte characters.
This is in a Chat Client, where the username you are having a private chat with is displayed in the the title bar.
Client programs that know unicode render the character output correctly.
Even my text editor renders the characters correctly.
Stretched because it is fixed-width programming font.
Gitlab displays the characters as the raw multi-byte codes.
