wm raises windows above full screen playing media on multi-head set up

Description

Hello, this is not a duplicate of 9051 which was a problem of fullscreen movies losing full screen when focus shifted to a window on another monitor, this is a common app window (such as file manager) raising themselves on top of the fullscreen videoplayer (such as VLC/SMplayer) when focus shifts to another window on a nearby workspace (in my case another monitor).

The way I deal with it is that I grab and move the self-raising window to another monitor that is not displaying video, but it is bothersome and it would be nice to be able to turn on a fullscreen video and not have to move things around, and re-arrange the workspace every time I turn on a full screen video.
