Resizing or Moving windows with Alt+mouse raises and focus them when raise on click is turned off

Description

1. In my session, I go to panel's Applications menu-->Settings-->Window Manager
2. Choose the "Focus" tab.
3. Turn off "Raise on click" (uncheck it)
4. Place one window partially over another.
5. Hold down ALT.
6. Alt+LeftMouse drag the lower window.
   BUG: The window being moved should not get focus or be brought to front. It should just move and maintain its z-order position.
7. Alt+RightMouse drag the lower window.
   BUG: The window being resized should not get focus or be brought to front. It should just move and maintain its z-order position.

I think only an Alt+RightMouse click should bring the behind window to front when using ALT+mouse (or click on the title bar, as per usual)
