Window Manager reverts windows vertically maximized on move

Description
When a window is maximized vertically, attempting to drag it to a new position causes the window to revert to its original size.
A suboptimal workaround is to use the "Fill window vertically," which does not revert when the window is dragged but it also does not allow the user to toggle between vertical maximization and default size.
Could either the "Fill window vertically" Window Manager->Keyboard action be modified to toggle or the "Maximize window vertically" behavior be modified to suppress the reversion on drag?
