Whenever I start Xubuntu, windows sizing commands do not appear on the top right of windows

Description

Here is the error message I get after entering "sudo xfwm4 --replace" to solve the problem:

xfwm4-WARNING **: Failed to connect to session manager: Échec de connexion au gestionnaire de session : SESSION_MANAGER environment variable not defined

Even if this solves the problem for the session, the problem recurs and this is particularly annoying because open windows have to be moved out of the way since the side menus are not available when a windows is in the way. The worst window to have open then is the task manager, since it cannot be moved and is located where one is supposed to click in order to access one of the menus where the terminal is to be found.
