Add a compile-time tunable for patched ubuntu/debian accountsservice.

1. Add a --disable-patched-dm-accountservice-dbus-api tunable to configure.ac.in
2. Add a compile-time check for the corresponding define, which disables the notification.

The mechanism to notify a DM about the wallpaper updates is different with newer versions of AccountsService.
