Add a root context menu for the window icon manager

Brian Tarricone requested to merge kelnos/xfdesktop:window-icon-manager-root-context-menu into master

When you right click on an empty part of the desktop when the file icon manager is active, a context menu that shows some useful desktop-specific actions is shown, with the applications menu demoted to a submenu of this menu.

This adds a similar menu to the window icon manager, though it holds fewer options.
