Use new XfwWindowListMenu widget from libxfce4windowing

Brian Tarricone requested to merge kelnos/xfdesktop:use-libwindowing-windowlist into master

Also adds a new option to show windows from all workspaces vs. only the current workspace, as well as an option to show an "Urgent Windows" section in the list.
