Desktop icons are not refreshed on icon theme change

Selecting a different icon theme will not automatically redraw the desktop icons anymore. This used to work until the recent code rework that reduced the amount of redraws.

Not sure how that ever worked properly, I guess by accident, but 9b599797 should do it, I think.
