Fix help button action

Avinash Sonawane requested to merge rootkea/xfce4-settings:mime-help into master

Hello!

This commit fixes help buttons for xfce4-settings-editor and mime-settings. Currently, "Help" buttons for both of these are disabled when invoked through xfce4-settings-manager. This commits makes them sensitive.
