xfce4-display-settings immediately applies settings when toggling display/changing primary display

xfce4-settings-4.19.0

When a display is toggled on/off or the "Primary Display" setting is toggled, all settings are immediately applied instead of waiting for the "Apply" button to be pressed. This can be confusing and annoying, especially when the user is not done yet setting up their monitors. The dialog should wait for the Apply button.
