Power Manager does not sleep monitor when enabled, monitor never sleeps (amdgpu,freesync)

Since switching to amdgpu many years ago, I have had trouble with Xfce monitor power management. I had been using xscreensaver for forever, before this, but I've been trying PM since the trouble started. The original problem was that the whole system or X11 would crash when monitor went to sleep or was turned off manually. So I turned off sleep and the monitor would have to stay on 24/7. Eventually, I could turn off the monitor without crashing the display stack, but PM still wasn't working. More recently, xfdesktop would crash when I manually turned off the monitor, so I had to stop that, again. A fix for that issue came to my distro several weeks ago. Since then, I've been trying to get Xfce-power-manager to take over this responsibility. I don't think I ever have got it to work since amdgpu. In the last 2-3 years, I got a new monitor with freesync capability. PM still does not work on this very new monitor. I suspect it has more to do with amdgpu than the hardware, but wanted to mention it for completeness.
