[feature-request] additional power level (percentage) actions

Description

Overview:

currently only one power level / percentage can be specified "Critical Power Level", and the depending action "On critical battery power"

Actual Result:

this works as expected, for one power level

Expected Result:

add more power levels and according actions to be configured, as some users might need more actions depending on certain power levels.

rationale: currently this is only possible with the obsolete battery-monitor-plugin, and only for two more levels per instance. adding more battery-manager-plugins does not feel the proper way, regardless of power-manager taking over. moreover, this should be an easy fix.

example (for my current configuration):

level action
17 % hibernate
22 % critical warning
33 % power savings (spindown hdd, display brightness, stop music playback, ...)
80 % NOT POSSIBLE ATM: reminder to stop charging

Addtional info: with the "intelli charge" feature available in some BIOSes allow the configuration of power levels, where charging is allowed. this is intended to avoid recharging that final 1% all the time, which deteriorates battery lifetime.

This feature can be used to prolong battery life even more, by keeping charge between approx. 20..80% (many articles on Li-Ion battery lifetime online) yet this requires manual intervention by unplugging & replugging AC power atm, which a notifcation would be handy.

Furthermore I can imagine certain scenarios, where users might want to trigger different actions depending on power levels, this seems the appropriate xfce component for that task.
