Make changes so that xfpm will compile in --enable-debug=full with
the nick/xfce4-dev-tools deprecated+seal branch.

An xfconf and settings option has been added so the user can disable
sending network manager to sleep.

Point to the online docs for xfpm's help. This also fixes it where
the help button was causing the preferences dialog to quit. Now
xfpm will also display the help page when plugged into the settings
dialog. This patch removes the old local docs as well.

When xfpm changes it's lock-screen setting, it will also attempt
to update xfce4-session. Additionally, xfpm will watch session's
lock-screen setting and update its own. This way there is one
single setting for both programs in the future, however xfpm will
continue to function stand-alone.

Replace Information tray menu item by Power information, the new dialog in an external program, xfce4-power-information

a big part of xfpm and its configuration settings are broken.

In this branch polkit is a new optional dependency, this is for
getting if the user is permitted to use org.freedesktop.Devicekit.Power
sleep interfaces, also by default the power manager will try to
manipulate the lcd brightness using xrandr (doesn't work yet),
HAL remains an optional dependency of fall back for the lcd
brightness and in case of mapping failure of keyboard sleep keys.

If HAL support is compiled but HAL is not running
or stopped, xfpm should in future commits be able to handle this.
