Take window scaling into account

Gaël Bonithon requested to merge Tamaranch/xfce4-panel:window-scaling into master

It doesn't seem useful at this stage to propagate the "scale-factor" property from the panel window to plugins, and maybe it never will. In any case, it's better to limit the implementation to what is useful for now.
