Make dbusmenu-gtk3-0.4 optional, disables StatusNotifier integration

This branch makes dbusmenu-gtk3-0.4 optional. When compiled without this support:

  • StatusNotifier backend is disabled
  • StatusNotifier options are removed from preference dialog

Everything else should function normally.
