Window maximizes over panel

OS: Xubuntu 24.10

XFCE 4.20 built from fat-tarball

Maximizing any window does not respect panel height. This sounds like https://forum.manjaro.org/t/full-screen-windows-behind-xfce-panel/138222, but changing theme did not resolve this issue. xfce4-panel 4.19.3 from package manager seems to behave correctly, but #870 (closed) makes it unusable for me.

Note, that I had some issues where xfdesktop failed to resolve some symbols after building, so it could very well be "me problem". Therefore I downgraded to whatever apt gave me (and it still doesn't work, but let's not rant here...)
