Turning off "Keep panel above windows" does not allow windows to be above the panel.
To reproduce:
- Have a panel and disable the option "Keep panel above windows"
- Move a window so it overlaps the panel.
Expected result:
The window should be above the panel, because the panel is not being kept above the window.
Actual result:
The panel is above the window:
This happens because the setting has been renamed in a way that no longer describes what it actually does. This setting controls whether the panel sets a strut to prevent windows from entering it's on-screen area. If windows do enter that area the panel will always be above them unless the window is set to "always on top" or is a fullscreen window and is focused. The setting has no effect on stacking order at all.
