Leaving panel plugin popup window open suppresses keyboard shortcuts and screen locking

Description

Created attachment 4839 A picture of the opened application menu, which will cause the previously mentioned bugs. (at the bottom to the left of this firefox window in the center))

Sorry if this should be two separate bugs, but they seem very related. If, for instance, I have clicked on the application menu from xfce panel and, without selecting an item, press an xfce-defined keyboard shortcut, the shortcut will be ignored. Furthermore, If i have left the menu item unselected, slock will be supressed, even though it is being called from a systemd resume unit file. I have provided a picture of the state of the panel which causes keybaord shortcuts and screen lockers (tested with slock and xlock). Sorry for the size of the image, it is at the bottom near the left third of the screen. Again, this happens whether I click on the applications menu, the volume mixer, or the lcd brightness applets, and maybe more.
