LibreOffice with always on top breaks panel hiding

Description

If libreoffice has "Always on top" toggled you can't pull the panel up when hovering over where it should be like you would normally. I have only noticed this with libreoffice, and only if it has always on top on, and with either "always" or "intelligent" panel hiding.
