Drag'n'drop from Windows Buttons stops working when "show miniature view" is unchecked

Description

Fedora 30, xfce4-panel-4.13.6. When I unchecked "Show miniature view" in the "Workspace Switcher" window, drag'n'drop from "Windows buttons" applet stops working: when I drop icon to workspace switcher button nothing happens.
