xfce4-panel can't bring to front applications with modal windows opened (only when using openbox wm)

This error only occurs when using Openbox, so start it using "openbox --replace"
Start any application (like "gedit")
Go to "File > Open" (the "Open File" dialog will appear)
Start some application wich covers gedit windows.
Now, try to switch back to gedit using the buttons on xfce4-panel. Nothing will happen.

Any other "dock" or panel operating inside xfce can do the job, only xfce4-panel can't do it.
