Add polkitd to CI build

For gettext migration of project containing a policykit file.

See also https://gitlab.gnome.org/GNOME/evince/-/issues/1260 for a similar issue where it doesn't seem possible to require the right package at configure time to ensure the presence of a certain .its file (here we need polkit.its).
