gitlabci: Add release stage that retains tarballs

Simon Steinbeiß requested to merge ochosi/xfce4-dev-tools:retain-release-tarballs into master

This stage is only run for tags and is essentially the same as the distcheck stage.

This is intended as step one of introducing more release automation.
