Make it so containers are built on branches

Jason Yavorska requested to merge j4yav/xfce4-dev-tools:j4yav-master-patch-41029 into master

I believe it's what's intended, but this will still only run the container build on branches in the official project, which has the credentials and everything needed. Running on a fork will not do anything.
