Add xfce4-dev-tools build in addition to container build

xfce4-dev-tools itself can break, this makes sure we are also building it as part of CI. The pipeline is structured so that in cases where we build the build environment container, we then use it to build xfce4-dev-tools. This will also help catch different kinds of problems with the build environment.
