[optionally] Upscale thumbnails of very tiny images

Description
Very tiny images occasionally receive an upscaled thumbnail (unintentionally?), but more often than not are their own thumbnail. This makes it annoying to identify what the picture is, as the e.g. 22x16 images are fairly indistinguishable So what I would prefer is that there (optionally) was a way to make thumbnails take the full space, upscaling appropriately if the image is too small
The inconsistency in whether a small or large thumbnail is generated may also be related to the thumbnail being generated before the image is "ready", which tends to happen when I have thunar open in a directory and afterwards generate a bunch of images rapidly. Is there some way to add a tiny delay (for instance 0.1-0.5s) for new files before a thumbnail is generated?
