Move file-monitoring into thunar-folder

Alexander Schwinn requested to merge alexxcons/thunar:remove_thunar_file_monitor_3 into master

For the sake of simplification.

No global file-monitoring anymore,let's rather do it per folder. Signals of all users of the service are re-connected accordingly.
