Add tooltips for select by pattern dialog.

Followup to @lastonestanding's comment.

Add tooltips to the Select by Pattern dialog to:

  • Explain what a diacritic is simply.
  • Explain case sensitivity checkbox too.

Additionally,

  • Update the tooltips to explain current behaviour, specifically how you don’t have to enter any wildcard characters for the pattern to be useful.
  • Add copious notes and contexts for translators.
