Add menu item to edit .desktop files

I only added a menu item so the user can edit a selected launcher but there is no item to create new launchers.

In this post @alexxcons said "no copy paste from xfdesktop for the dialog". I have not moved the dialogue to libxfce4ui because the dialogue is created by exo-desktop-item-edit. So there is only less duplicate code I think.
