Custom action icons that use images display incorrectly in the context menu

Hello,

Using image files for custom action icons does not function correctly in Thunar 4.16. The image icons appear correctly in the Custom Actions dialog box but appear as broken images in the context menu. Downgrading Thunar to version 1.8.16 restores the previous functionality.
